So, the team with the second best rider of last year and who won the UCI rider's classification is out of the WorldTour. Can someone explain this to me?

If you followed the 2012 cycling season, you know who Nairo Quintana is. This young colombian who helped Valverde in the mountains during the Vuelta, has an enormous talent, like so many other colombians right now. He's already a great climber and next year he will be riding the Tour de France. I can't wait to see him flying up the mountains of the Tour!
